My kanji is a little rusty but the two last characters mean 'manufactured in' (I think) and I suppose the first two characters are the name of the city/town/place.
It's a nakiri with a rounded heel. Not sure about the core steel as there are no markings on the knife.
From pictures, one can see cladding (picture 4), but typically carbon steel cladding shows discolorations or small rust pit marks on a vintage knife, but this knife doesn't show any of those. It either has been seriously cleaned (with abrasives it seems like a belt sander), or the cladding might be stainless steel.
